Start Regedit
Go to HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\System
Create the Dword value DisableTaskMgr
Give it a value of 0 to enable it.
Give it a vaule of 1 to disable it.
